Vespucci should allow user to upload picture to panoramax and set the resulting image GUID in key "panoramax".

Example with MapComplete: https://mapcomplete.org/artwork.html

Clic on any artwork, you will get a button to upload an image.

As a tendency I would prefer to use an external app for this instead of duplicating a lot of code and functionality.
