MWA triggered on a Final position over 3 hours after initial triggers

The MWA did not trigger on any of the initial VOEvents (the telescope was busy for the first 2 positions - Flight and Ground - and then the target was below the horizon for the second 2 positions – Ground and Final), which were all sent between 10:49 to 10:59 UT on 12 Feb 2020. However, the MWA did trigger on the Final “human-in-the-loop” position that was sent at 14:04 UT, taking 30 mins of data.
