windows support not available

The model counter ganak that kompyle depends on does not yet build on windows.
Until ganak and its dependencies support windows builds, kompyle cannot be
packaged for windows either. Although windows users can run kompyle via WSL2.

It might be better to still package for windows, but having it fail gracefully
at runtime with a clear message.

also, the sdd library seems to be only available for linux and mac.
It is also a c library, which uses the scons build tool, not sure yet how easily this can be extended to support windows.

the sdd library used by PySDD does have support for windows!

Due to the fact that the d4v2 public repository is updated intermittently,
I've started a fork that maintains the current state of the d4v2.
It installs the headers correctly & makes sure that d4v2 is findable with find_package for other projects.
Until they publish a new version of d4v2, I'll keep using my version for the time being.

This library does also not support windows, for a variety of reasons, one of them being that it depends on
a library PaToH, which is free for research use, but closed-sourced, and not windows supportable.
