Viper has three different oGCD buttons that pick up after different abilities. Regular melee combos and aoe combos follow their last hit up with the Serpent's Tail button, whether that turns into Death Rattle or Last Lash respectively. Hunter's Coil and Swiftskin's Coil have their Twinfang Bite and Twinblood Bite, on the Twinfang and Twinblood buttons. Hunter's Den and Swiftskin's Den do the same thing, with Twinfang Thresh and Twinblood Thresh. Uncoiled Fury tosses Uncoiled Twinfang and Uncoiled Twinblood on those buttons, as well. And finally, Reawaken puts the various Legacy buttons on Serpent's Tail, after each attack in the sequence.
The thing is, these three buttons only need to be one button. The weaves do not linger in availability, they have to be used before the next weaponskill or the opportunity is lost. Although there is sometimes a situation where you can use Twinblood instead of Twinfang or vice versa, you never want to - just like using a regular weaponskill combo out of order, the opportunity only exists to give you room to mess up and hit the wrong button.
Are abilities in question must be truly mutually exclusive?
In a practical sense, yes. If you just hit a Generation or a filler combo finisher, you want to hit Serpent's Tail. If you just hit a Hunter's, or Uncoiled Fury, you want to hit Twinfang, then Twinblood. If you just hit a Swiftskin's, you want to hit Twinblood, then Twinfang. There is never a functional reason to hit these buttons in any other sequence, Serpent's Tail is never active at the same time that Twinfang or Twinblood are, the correct button to hit is always highlighted, and which of Twinfang and Twinblood you need to hit next is also indicated by a buff granted by the previous weaponskill.
Does this actually saves you button space?
It condenses three hotkeys for your weaves that you have to stop and make sure you're hitting in the right order to one hotkey that you just hit, and it's always right no matter the circumstance.
Is it wild and wacky?
I don't think so? I think it's just a functionality improvement.
Is the overall level of intelligence required to execute is about as low as the floor?
I know that I've messed up my Twinfangs and Twinbloods plenty while leveling the job, I think that simplifying this just makes sense.
