Many MALI compass test cases failing on Compy

I'm seeing errors like:

CRITICAL ERROR: block_decomp_all_edges_in_block: Listed fewer edges than expected.
```

We saw something like this on Badger in the past and didn't figure out why.  If you want to use Compy to run MALI, we should try to figure this out.
