All, I'm trying to activate an iPhone 2G, can't do so as I don't have an active SIM card that is compatible with the phone.
I have already done a restore and jailbreak but I get this error when trying activation:

Device is not activated, select Attempt Activation to activate.
iOS Version: 3.1.3 (7E18)
[Log] Attempting to activate device with ideviceactivation
Activation server reports errors.
Activation Error
[Input] Press Enter/Return to continue (or press Ctrl+C to cancel)
I also don't have the option in the "Restore/Downgrade" as suggested...

Any help would be appreciated.
