Feature Request: Execute read-only functions without paying a fee #293

Description

@Endogen

A difference between Ethereum and Lamden is that on Lamden you need to pay a fee for executing read-only functions of a contract. On Ethereum that's free since nodes can emulate EVM, write to memory and return the result without modifying the global state.

Just for reference since we already talked about it: Lamden can do something similar with it's WebDriver which is part of contracting already but it needs to be reworked so that apps that have the blockchain could use it because they already have the state.

This would help for example a reflection token for which you can't just read the balance of a user but need to calculate it so it's needed to run a function to get the balance.
