I think having a few default emitters in the emittersDisabled folder would be very nice. Pack devs could optionally utilize them for their packs or use them as a base to experiment on new ones. All the tutorial particles like the falling leaves and slime chunk particles would be good ones to throw in here.

Some extra ideas I had for potential default emitters:
Bedrock Barrier - Bedrock will emit particles on the wall, ground, or roof like a barrier. This could also be done for any unbreakable block in general.
Dripping Particles - Similar to crying obsidian or honey from modern versions where they have another texture after landing on the ground. Magma and Slime blocks would be good blocks for this.
Fireflies - Any foliage found on the surface and outside a structure will emit glowing fireflies.
Rising Souls - Souls that sometimes rise out of soul sand. You could utilize the textures from Better Foliage (rising_soul_0-1 and soul_track) since it is MIT licensed.
Sparkles - Diamond ore (and maybe gold ore and glowstone?) will have sparkly particles.
