This is a stub issue for topic discussed at KG construction crew call on Jan 22 2024 - how should KGs in KG-Hub link to other KGs?

The basic idea is:

we need to have minimal standards for what a KG-Hub graph must be
we need to be able to consistently specify where the graph parts may be, especially if they aren't just on a bucket somewhere
