CLI does not support non-numeric version names while the UI does

The Kaggle web UI allows assigning arbitrary version names (e.g. strings) when creating or saving versions of notebooks/models. However, the Kaggle CLI currently appears to only support numeric version identifiers.

For example, when submitting a notebook version through the CLI, the -v / --notebook-version parameter expects a numeric version such as 3.

Thanks for the suggestion @asusevski. Just to be clear, when creating a kernel version, the UI does allow using a string as the version name, but it also assigns an integer version number. It is that version number that is required when submitting a kernel to a code competition. We could add another parameter to allow using (for example) --version-name to specify the name string, but that isn't currently planned.
