separate GLS parcel pickup points from parcel lockers

prefered method, if parcel_locker=no then

• search for existing post_office:ref in osm based on the ref in the GLS file
• if found: skip -> do not override address or name field!
• if not found create shop=yes + name=* + addr:*˛ with the tags above in wiki + fixme=GLS csomagpont, össze kell vonni␣ezt␣a pontot a hozzátartozó üzlettel

please use only one (prefered Hungarian) language in fixme, automatic translation works fine to any popular language
