Julia Pkg docs specify that base packages should not have version numbering, but Julia development does not do this #3998

Sorry for the bad title, best I could come up with.

The Julia language manual specifies that base packages should not have version numbers, but the new approach to version numbering cancels that. See thread here for full information:

Should one consider mentioning with a warning box or something, that version number system is being updated in the official manual as well i.e. the discourse post content put it in, in some way?
