Description

No operational documentation exists for backup, recovery, monitoring, or incident response.

Acceptance Criteria

• Deployment procedures (initial setup and updates)
• Backup and restore procedures for Azure SQL and application state
• Monitoring guide (what to watch, where to find dashboards)
• Incident response playbook (migration failure, database corruption, auth issues)
• Scaling guide (when and how to scale up/down)
• Security incident response (credential rotation, access revocation)
• Disaster recovery procedures (RTO/RPO targets documented)
• Runbook stored in \docs/\ directory
• Linked from main README.md

Technical Notes

• Depends on Application Insights and Azure Alerts being configured (Phase 0.5)
• Should reference specific Azure Portal navigation paths and CLI commands
• Include both automated and manual recovery procedures
