Turns out that PyPi doesn't support Trusted publishing if the workflow references a re-usable one in a different repo [1], [2], [3]. This is unfortunate since they locked down PyPi and forced me to change over to Two-Factor for my user account else I couldn't access the project page, then urged me switch over to Trusted Publishing for GitHub access as the preferred approach. Figuring they'd lock me out of the token strategy soon enough so I obliged. Now publishing doesn't work....
