feat(cloud-native): manage disableExternalLoggerConfiguration config key in persistence

Since the introduction of disableExternalLoggerConfiguration (by default the value is true) config, changing log levels via values.yaml or environment variable doesn't take any effect. There should be a way to add or change the value of disableExternalLoggerConfiguration config key in persistence.
