docs(config): add minimal starter .gittensory.minimal.yml template

Add a .gittensory.minimal.yml starter template — the smallest safe config a new self-hoster can copy (safe by default, no write/autonomy enabled by accident). Complements the exhaustive .gittensory.yml.example. Scoped-down slice of #1670/#1682: the MINIMAL template only (the exhaustive template + generator are separate).

Deliverables

• Add .gittensory.minimal.yml with the smallest safe review config (advisory defaults; no autonomy, no auto-merge behavior enabled)
• Add a parse/round-trip test proving the minimal template parses cleanly through parseFocusManifest and enables no write/autonomy behavior
• Link the template from the self-host configuration docs
• Cross-check every field against the parser so it cannot drift
