[Bug] Missing mandatory latitude, longitude and datetime

Current behavior (describe the bug)

The converter does not assign values to latitude, longitude and datetime from the observation files.

Solution:
Missing latitude and longitude are assigned to piecePointLaitude and piercePointLongitude.
Add missing datetime.
