[Bug] test_iodaconv_omps_o3_nm failing in Intel compiler

Current behavior (describe the bug)

test_iodaconv_omps_o3_nm ctest is failing when run with Intel compiler. The test is skipped using Label ci_oneapi_disable in

ioda-converters/test/CMakeLists.txt

CI on AWS using Intel compiler

Ctest results is mismatched values in reference. The difference is small
