I attempted to submit an "Updates to the Constitution" proposal as a governance action. However, clicking the submit button did not trigger any backend calls or wallet popup. Additionally, no error or informational messages appeared in the console.

Steps to reproduce

1. Connect your wallet
2. Create a Updates to the Constitution proposal
3. Attempt to submit it as a governance action.

Actual behavior
