Remove "TestBabbageHardForkAtEpoch": 2 from config-hf-epoch1/test-config.json.

The Consensus Team will be removing that feature from the Hard Fork Combinator: IntersectMBO/ouroboros-consensus#416.
The migration guide introduced by IntersectMBO/ouroboros-consensus#1408 explains which transactions to create in order to replace the use of this deprecated misfeature.
(To be clear: TestXxxHardForkAtEpoch: 0 are not deprecated, but >0 values are.)
