Is it possible to set a bypass for a specific Worldguard region?
or is it possible to set a limit for a specific Worldguard region?

Currently no addon exists for worldguard, so this is currently not possible. Extra attention is needed for such an addon, as worldguard has unbounded (global) regions, and scanning the entirity of this global region should be avoided when scanning the region.
