Manually control monster spawns during the Blood Moon

Can a configuration option be provided to manually control the spawning of monsters during the Blood Moon (types and quantities)?

Some monsters are very difficult for players to defeat, especially for those who have just joined the server.

The only monster spawn done specifically for the blood moon is Vex (which is spawned in place of creepers).

The Vex already has a config option to turn it off during blood moons, unfortunately anything more like putting a global limit on them kind of kills performance, changes like that need to be made on a server level (i.e. bukkit.yml)
