Description

The maintainer queue should make triage decisions, bulk actions, and details panes easier to operate without misclicks. This issue should be implemented against the current monorepo architecture instead of introducing a parallel path.

Acceptance Criteria

• the refine the maintainer queue review surface flow is implemented or hardened in the right app or package
• regression coverage or validation is added for the changed behavior
• the implementation fits the current repo conventions and keeps existing workflows stable
