Description

The budget dashboard needs better controls for drill-down, filtering, and state restoration when reviewing point allocations. This issue should be implemented against the current monorepo architecture instead of introducing a parallel path.

• the tighten the budget dashboard interactions flow is implemented or hardened in the right app or package
• regression coverage or validation is added for the changed behavior
• the implementation fits the current repo conventions and keeps existing workflows stable
