Description

The notification center should keep unread state, sorting, and dismissal actions consistent across navigation. This issue should be implemented against the current monorepo architecture instead of introducing a parallel path.

Acceptance Criteria

• the add a resilient notification center flow is implemented or hardened in the right app or package
• regression coverage or validation is added for the changed behavior
• the implementation fits the current repo conventions and keeps existing workflows stable
