Description

The deploy wizard should preserve step state, validation, and previous inputs when the user moves backward or refreshes. This issue should be implemented against the current monorepo architecture instead of introducing a parallel path.

Acceptance Criteria

• the improve the deploy wizard step progression flow is implemented or hardened in the right app or package
• regression coverage or validation is added for the changed behavior
• the implementation fits the current repo conventions and keeps existing workflows stable
