Description

Share links should always open the same workspace state they were created from, including filters, tabs, and selected resources. This issue should be implemented against the current monorepo architecture instead of introducing a parallel path.

Acceptance Criteria

• the keep share-link previews aligned with workspace state flow is implemented or hardened in the right app or package
• regression coverage or validation is added for the changed behavior
• the implementation fits the current repo conventions and keeps existing workflows stable

This issue was scoped to Wave 5/6 UI surfaces that were deliberately removed in the strip commit d48c95b (PR #647): appeals, notifications, budget dashboards, maintainer queues, and related flows no longer exist in the codebase.

The current application consists of: workspace management, contract explorer/interaction, deploy wizard, transaction feed, XDR tools, share links, and account page. Any genuine improvements to these surfaces should be tracked as new Wave 7 issues.
