SXD: Replace internal DB logic of tensile stress rig with state machine

Issue Description

As a developer, I would like to ensure the tensile stress rig ioc cannot get out of sync with the state of the VI.

How & Where?

When running hte current version of the ioc although it works fine with the VI normally, the slower resonses from the VI while the instrument is plugged in can lead to it getting desynced.
