We now have some duplicated EPICS builds - suggest change

Remove old

All EPICS_IOC_Windows{7,10,11}_*

Add new

EPICS_Windows_x64
EPICS_Windows_x64_CLEAN
EPICS_Windows_x64_STATIC_CLEAN
EPICS_Windows_x64_DEBUG_CLEAN
EPICS_Windows_x64_STATIC_DEBUG_CLEAN
EPICS_Windows_x86_CLEAN

While renaming the builds can we also rename EPICS_ioc_RHEL6 to reflect what it's actually building on?
