Add carrington rotation option to repointing

Summary

Currently, we have an optional input of -repoint00000 to the filename to distinguish between pointings. GLOWS has requested a carrington rotation option as well (one month) which would function similarly to the repoint piece, but instead would look like -cr00000.

CR occur around once a month. This would be an add on to the start time. I think this is logical and should be simple to add alongside the rest of the repointing functionality.

Requirements

The more specific the better.

• Add cr00000 option to the ScienceFilePath objects
• Add the ability to query against this in the API
• Add this to the dependency management system
