feat: Create public container image containing vLLM and Terratorch tosupport the GeoSpatial experiments for the vllm_perf actuator

The new geospatial experiments added in PR #187 require the user to point to a container image that contains vLLM and Terratorch.

We need to build an image with at least the following software:

• vLLM == 0.11.0
• Terratorch (Ideally v1.1.1 but master branch is fine too)
• Geobenchv2

We can publish the image under the ado quay.io org.

Is this a one-off image or is it something that needs to be built often and kept up to date?

It would be good to rebuild it for every new major release of TT, or for each release of vLLM supported by the current release of TT if it impacts the GeoSpatial models (e.g., improves performance).

I would have a Dockerfile like this:

Once the dependency conflicts between Terratorch and GeoBenchV2 are fixed. I also wouldn't have it part of the CI and overall I don't think we should be the ones building this type of image.
