Consider adding support for direct PDF annotation #85
Description
In our current UI, the copy editor is able to add a note that references the PDF by page and line number. Another option we should consider is the ability to annotate the PDF directly. One such library for this is this project. This might improve the user experience, but it may also introduce instability into the project by dragging in react into the UI.
