Updating lastest stable files - 1.6.8 (UI Core)

## UI & Stability:
Optimized main loop (300ms → 1000ms) and implemented widget pooling for process panels.
Offloaded telemetry collection to background daemon threads to eliminate GUI lag.
Hardened UI with winfo_exists() guards and automated cleanup of unused components.
Refactored chart rendering using tk.Canvas object reuse instead of pixel manipulation.

## Housekeeping:
Purged obsolete modules (file_utils, net_utils, settings/) and dead code.
Sanitized process telemetry (Idle/Interrupts filtering) and fixed 100% CPU overflow bugs.
