How do I actually compile this

I've tried:

1. Using dev-build.yml in a fork
2. In WSL
3. 1 and 2 with devil38's fork
4. 1 and 2 with manual sed to replace papermc maven repo

I cannot get it to build, either it compains about Paper-API not existing, or it still uses papermc.io/repo instead of repo.papermc.io
