Losing a scouter means losing their data after-the-fact

If the collection app is set up with a scouter, and then that scouter is removed from the team through the dashboard app, the collection app representing that scouter can continue to scout matches and collect scout reports, but there is no way to upload those reports. The upload will fail because the scouter is invalid. QR scanning fails too. More importantly there is also no way to re-associate the collection app with a new scouter or an existing valid scouter without resetting the app and deleting all data.

My team recently discovered this at a week 2 event. We were scouting matches on day 1, but half of the scouters weren't able to upload their scout reports. At lunch I looked into it and realized those scouters had been deleted through the dashboard (probably while we were testing things out during fall events). There was no way we could find to recover that data, or to recreate the deleted scouters. We had to reset those apps and lost half our data for the morning.

Ideally, there would be a button in the collection app settings screen that would let the user create a new scouter like they had just installed (or reset) the app, but without deleting all the existing reports or settings. Then it would update the un-uploaded scout reports with the new scouter uuid so they can be uploaded to the server.

I'm really not too fussed if the scouter under whose name the data is uploaded is not the scouter who originally scouted the data. It's much more important to, you know, have the data.
