Add geofencing alerts for nearby active requests

Description

Users do not know when they enter an area with an active emergency. We need to implement background geolocation tracking and trigger a local alert when they cross a 500m geofence of an active request.

Acceptance Criteria

• Background geolocation tracking enabled
• Geofence intersection logic implemented
• Local notification triggered on boundary cross
