Woah, sorry for the late reply, looks like it might be a weird mounting issue.
What's your docker run command? Are you perhaps mounting it in a wrong place?

I fixed this by:

1. Commented out all the volumes except for:

• ./pc-cups/:/etc/cups/

2. Removed the directories that it created that were supposed to be files
3. Recreated the files from the examples
4. Product came up
