Move changed to condor_config and condor_config.local to conf.d #56
Description
According to HTCondor developers it is bad practise to make changes to either /etc/condor/condor_config or /etc/condor/condor_config.local.
Therefore all current changes should move to /etc/condor/conf.d/00_local.
