Move xRollup-Validator to the main repo and create a script for easy deployment

Move https://github.com/tspoff/xRollup-Validator back to the main repo.

We can deploy to Heroku from a subdirectory using the command: git subtree push --prefix <subfolder> heroku HEAD:master
