Create a LABEL_SYNC_TOKEN organization secret

Use Case

We want labels to sync across repositories from the .github/labels.yml file

Current state

The sync action is set up but I don't have permission to generate the required token.

Proposed Solution

An admin needs to:

1. generate a fine grained token from their developer settings console
2. add it as an organization secret called LABEL_SYNC_TOKEN so it's accessible to workflows
3. manually trigger label sync by going here and hitting 'run workflow'

Do I make the token from my account (mlidGWT) or from the organization account? When in my account, the 'Resource Owner' box only shows my name, and not 'GWT' (yours showed 'Octue').
