Move away from tags into cabinet for fcellar

I also need to reuse the cli model to make use of it, and add it as the empty-file id to DynamoDb for configuration

Proposed cli:

fcellar -c cabinet-id add folder
fcellar -c cabinet-id list
fcellar list cabinets
fcellar del cabinet-id
