The Corsev's main use lies in boarding and capturing ships, but unfortunately, it can only be used on ships that already have an owner. Neutral ships can only be boarded by colony ships or certain scout frigates. Seems reasonable to allow the Corsev to capture a neutral ship in the event that you don't have a colony frigate available.
