tooling: BENCH_NO_PUBLISH holds a run's numbers back from the board
The orchestrator commits and pushes each gateway's snapshot the moment its box finishes, which is right for a field run and wrong for an evaluation. A gateway being considered for the board needs its numbers reviewed BEFORE they are public. The snapshot is still pulled and still lands in results/snapshots/ locally; only the commit and push are skipped. The gateway DEFINITION still has to be pushed - the boxes fetch the harness by SHA - but a definition is config for an already public release, and the measurements are the part worth holding.
