Add blocklist to gnus-ai smart contracts

We need to be able to blocklist to smart contracts to block certain contracts.

Right now, one contract that needs blocking from making transfers is the GEMPAD.app contract since we duplicated it onto unvest.io because of a vesting schedule misconfiguration.
