Contract Upgrade Plan for each test chain #205
Description
We need to validate the method and documented a plan upgrading the Diamond on each chain.
[ ] Method is either RPC or Defender
[ ] Role should be UPGRADER_ROLE for RPC but this depends on the results of (#204)
[ ] Each of these needs to be tested locally
Once this is complete each chain should have it's own ticket for an upgrade with the upgrade plan documentation referenced..
