As discussed with @wdherndon

1) systemwide dependencies in README
2) python dependencies in setup.py, noted in README + CL setup instructions
3) minimal setup instructions in README for getting running w/ dev server + caveat that if you want a runnable production server you need to read the docs for the webserver of your choice?

  • reorder README so that DB setup is before loading sample data

@erget - reorder README so that instructions allow consistent Django setup for dev server out of the box

Now the ordering in the file lists the steps in the proper order to:

1. Install dependencies
2. Setup project
3. Produce and display randomized sample data

This solves the last current issues in FullStackEmbedded#7.
