fault_proving(global_roots): API for serving state roots

Now when we have the service definition for the state root service, we should create an API that we could connect with the global root service to serve the state roots.

Definition of done

We have an API definition and implementation that can be combined with a running state root service to provide an API for external systems to query and retrieve the state roots.
