[ISSUE] - Fluid detector cover dont work with pipes

Describe the bug
Fluid detector cover have no reaction on fluid stored in the pipe

To Reproduce
Steps to reproduce the behavior:

1. Place any fluid pipe
2. Place fluid detector cover on this pipe
3. Put any fluid into this pipe
4. Place redstone dust on/near the cover
5. Look at redstone signal strengh
6. Try to invert cover

Expected behavior
Fluid detector cover emits redstone based on the stored fluid and its settings
