[2.X] Links to S9E Explanations in Admin Settings gone

The settings page of the 1.x had for one less gaps between the settings - but more importantly had links to s9e explaining what the setting does in more details.

The links are removed from the titles and now the help text is the link (done for consistency reasons)

Oh I see, I did miss that. Just looked like a description). Might make sense to keep the text just text and put a link icon next to it so people know there is more information? On the old setting page it differenciated because the title had a different colour and was underlined on mouse over.
