Restart Snowpack when Config changes

I was struggling to get routing configured correctly, dealing with the edit-restart-test cycle. (Sound familiar? 😄)

With chokidar-cli-infanticide's, --concurrency, Snowpack will restart when you change config-

Couple more observations:

• Restarts kill the HMR Websocket connection; reload page to reconnect.

Even more powerful, when you're messing around with snowpack source adding logging etc, is to watch 'node_modules/snowpack/**/*.js' to load your changes.
